The Maryland Department of Housing and Community Development Headquarters is located in Prince George’s County across from the New Carrollton Metro Stop.
The CDA Lending and Risk Director (LRD) supervises team leaders for construction management and underwriting as well loan processing staff to assess and mitigate the risks in particular projects as well as programmatically. The LRD coordinates with other personnel throughout the Department essential to project production including the Bond Finance Team, the Office of the Attorney General, and the Office of the Secretary along with others. Because the Rental Lending program lending program is responsible to contribute to a broad array of Departmental goals including energy conservation, assistance to vulnerable populations, and the opening opportunity to historically disadvantaged groups, the LRD coordinates with teams having primary responsibility for those goals to make provision for them in rental lending projects.
The LRD frequently determines how policies, practices, and procedures apply to specific projects when circumstances require additional review. Rental Lending projects inherently expose both the Department and a variety of stakeholders to several categories of risk including financial, reputational, and health and safety. In addition, the amount of funding deployed in particular projects must be sized according to underwriting and program criteria applied to projects developed in divergent circumstances.
Candidates may substitute the possession of a Master’s degree in a job-related field from an accredited college or university for up to two years of the required experience.
Experience with underwriting. Experience with Tax-Exempt Bonds. Experience with Rental Housing Works. Experience with Energy Financing. Experience with Low Income Tax Credits.
