About The Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas development program and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the position
The position is in the Finance Section of the Corporate Management and Consular Branch (CMCB) of the Australian Embassy in Washington DC. Working under direction as part of the team responsible for management of post's financial resources and delivery of financial services to Partner Agencies and other posts in the region, whilst ensuring compliance with the Public Governance, Performance and Accountability Act 2013 (PGPA Act). The position is responsible for preparing, processing, reconciling and compiling the Embassy’s financial payments in compliance with the PGPA Act, DFAT’s Financial Framework, Policies and Delegations including post-specific policies. Additionally, the position provides routine financial information and updates, while providing other support as required.
Key responsibilities of the position include, but are not limited to:
• Prepare and process accounts payables and receivables using SAP in accordance with departmental financial guidelines and regulations • Calculate entitlements and reimbursements in accordance with the provisions of staff Conditions of Service, process staff advances and follow up on overdue debts • Create vendors and customers in the Financial Management Information System (FMIS) SAP and maintain record of accounts receivable and advances
• Prepare and process reimbursement claims, salaries, rents and pensions through electronic funds transfer and checks, including salary payments through different systems. • Manage and maintain receipts, process daily banking collections of deposits and act as signing officer for cheques drawn against the Embassy's bank account • Establish, develop and maintain strong working relationships with a range of key internal and external stakeholders including with the official bank to resolve banking transaction issues • Prepare documentation and assist with reconciliation functions including accounts payable/receivable, house security deposits and general ledge functions • Maintain and ensure all finance related documentation is retained and filed in the Embassy’s records management system in accordance with departmental guidelines
Qualifications/Experience
• Sound knowledge of contemporary accounting principles and practices and/or recent experience in financial management. • Demonstrated ability to provide effective client service within established instructions and guidelines. • Demonstrated ability to meet required performance expectations with limited supervision and without compromising accuracy and attention to detail. • Record keeping and data management skills, including demonstrated ability to monitor and analyse information to solve problems and answer queries from clients and management. • Proficiency in using computerised information management and Microsoft Office. • Ability to contribute effectively as a member of a small team, including proven initiative, cooperation, flexibility and reliability. • Sound proficiency, including a high level of accuracy, in using information management systems and computer software. • Experience or knowledge of SAP or similar system is desirable but not mandatory.
