This position is available within the University of Maryland’s Division of Information Technology (DIT).
Key Responsibilities:
Project & Financial Coordination - Create and manage contracts for project-related services and materials through ServiceNow. - Support financial forecasting, project budgeting, and chargeback tracking for IT initiatives. - Maintain dashboards and project reports that reflect budget status, milestones, and resource utilization.
Billing & Invoicing
- Review, validate, and finalize invoices against contracts, purchase orders, and service agreements. - Monitor ServiceNow billing queues and proactively address backlog or discrepancies. - Prepare monthly billing summaries, accrual reports, and ensure audit-ready documentation.
Contract Management - Draft, review, and manage IT contracts including SOWs, MSAs, and licensing agreements. - Ensure contract alignment with approved pricing models, service catalogs, and procurement policies. - Maintain accurate contract records, monitor renewal timelines, and track compliance with SLAs and deliverables.
ISP Contract Coordination - Manage acquisition, renewal, and tracking of ISP service contracts for the main campus and remote campus or satellite locations. - Coordinate with vendors and stakeholders to ensure reliable and cost-effective internet service. - Monitor service levels and act as a point of contact for troubleshooting and escalation of ISP-related issues.
Customer & Vendor Liaison - Serve as the main point of contact for billing, contracts, and service order queries between internal teams, customers, vendors, and the business office. - Provide clear communication and guidance regarding billing structures, escalation procedures, and contract terms. - Ensure proper documentation is collected and validated for contract processing and billing accuracy.
Operational Support & Compliance - Collaborate with NIS service delivery and finance/procurement teams to ensure alignment of workflows with enterprise financial systems. - Ensure adherence to internal controls, audit standards, and organizational policies. - Support documentation and audit requests related to contract or billing activities.
Process Improvement - Identify and implement improvements in ServiceNow billing and contract workflows. - Support initiatives to enhance reporting accuracy, documentation quality, and communication efficiency across departments.
This position is considered essential and may be required to work at the normal work location or an alternative location during a major catastrophic event, weather emergency, or other operational emergency to help maintain the continuity of University services.
Physical Demands:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
Preferences:
- Minimum three (3) years in IT operations, contract administration, billing, or project support roles. - Experience with ServiceNow, especially in contract, billing, or request modules. - Experience working with ERP/financial systems (e.g., SAP, Oracle, NetSuite). - Familiarity with ITSM, ITIL frameworks, and network infrastructure environments. - Prior experience managing ISP service contracts is a plus. - Knowledge of public sector procurement or higher education environments is beneficial.

Minimum Qualifications
Education:
Bachelor’s degree from an accredited college or university.
Experience:
One (1) year of professional administrative, coordinator, or information technology experience.
Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
KNOWLEDGE, SKILLS, & ABILITIES:
- Knowledge of academic policies. - Skill in oral and written communication. - Skill in the use of Google Office and Microsoft Office Suite. - Ability to multitask and prioritize assignments. - Ability to interact with internal and external staff at all levels in a professional, courteous and efficient manner.
